Speak to the Ghost of Rile 0/1 (Howling Stones) The Ghost of Rile spawns randomly upon defeating an Arisen mob, Hail it and go through its text

I found that jumping downstairs (from zone in) and pillaging the hallways (1 each) had enough of the mobs. Granted this might be pure luck, but it's a good source of Arisen mobs.

Had 2nd step occur before I killed 10. Best spot I found is the bottom floor. Easy to move around and lots of spawns.

On, the walk through, you should add that you can do the hail even though you are not at this step. Not everyone reads the comments below the first time they work on the quest.
