The last step updates after killing the assassin. The red con turns into the Overking, which turns into the assassin. Kill the assassin to get the final update.

The sarnak (for us it was A Wulthan grand inquistor) in step 5 was a red con to level 110. Everything else in area was yellow con at level 110.
the sarnak poofed and we got Overking Bathezid.
While fighting the Overking, we got A Kar'Zok assassin spawn and added.
