Overthere is the entry zone to Ring of Scale. It can be accessed through the Empires of Kunark zone
Frontier Mountains, or by using the Guild Portal.
The Rank 1 Spell Vendors can be found in Overthere, as well as the Group and Raid Gear Vendors.

The velium hammer looking item on the guild hall vendor is for the portal for Overthere.
