Quite surprised when it dropped a Woven Threaded Sash today. So it seems it drops off both named drakes.

- Veeshan's Peak (Ring of Scale) - Hard rares will respawn more slowly and will have a maximum of one power source.

Reports are respawn is about 1h45m now.

dropped: Faded Sarnak Focus of the Elemental Deathseeker as well as a Cliff Stone, Enchanted Dragon Scale ( yes 2 power sources at same time), Glistening Kylong Signet, Earpiece of the Jarsath.
The Faded Sarnak Focus was handed to Ingisitorma Calcesa in VP to pick up a quest to turn in 1 Spirit Energy to receive a Sarnak Focus of the Elemental Deathseeker in return ( a 2HB caster weapon)
